User can't load secure pages...only root

I downloaded the mozilla build dated 12/19 and installed it. Previously
I was using Mozilla 0.6 but encountered the same problem as I describe here.
As root, I installed mozilla into /usr/local/mozilla and then installed the
PSM via the Debug menu list. As root it installed fine.
I quit and restarted mozilla as root and then tried to access a secure website
that has been a problem for me: https://www.hci.utah.edu/orderTracking.html.
As root, it did load OK so I quit mozilla and restarted it as a user and accessed the same page. It did not load after waiting a long time. I checked the xterm from which I started mozilla but there was nothing there to indicate what the problem might be. I then hit the stop load button and that trashed the mozilla display. The mozilla window immediately quit refreshing and none of the menu buttons or window controls functioned. I brought my xterm to the front and moved it over the mozilla window. It left an image of the xterm in the mozilla window and tracks of the window from my moving it.
Ultimately I had to kill mozilla with a cntrl-C in the xterm. I restarted it and tried, as a user, to start the PSM via the Tasks -> Privacy and Security menu item. It locked up the mozilla window again and I had to cntrl-c it again. As root, these problems do not occur but as a user it is impossible to open secure websites and if I try to stop the load of the page, it freezes up the mozilla window.
I am running on Mandrake 7.2, kernel-2.2.17. I have tried Mozilla 0.6, the build dated 12/18, and 12/19. All display this behavior and all refuse to load secure websites for users but do, at least on the few I've tried, as root.

This is a known PSM bug that should disappear once PSM is merged into the
nightlys. See bug 49507 for some temporary workarounds (the simplest being to
make the PSM directory world-writable).
