Well, you're right. However, preftree.xul is a temporary hard-coded workaround, until the extensible prefs design is complete. We'll eventually have an rdf data source, not a hard- coded tree. I'll let this bug stand, though, because the file, as it stands, is indeed a violation. Changing component to Pref UI and target milestone to M9.
