'configure' script looks for nspr21, not nspr3

Details
the 'configure' script looks for libnspr21.so, but the current rpm's install
libnspr3.so -- need to fix the 'configure' script.

It's already been done. Do a 'cvs update configure*' to get
the current revisions.
