Reproduce: go to Edit > Preferences > Advanced > Software Installation. You will see a single checkbox I propose that this check box be moved to another page, perhaps the mail Advanced Preferences page (there is pleanty of space)
Changing severity to enhancement and component to Preferences.

Panels should not be combined unless they are really related. It is possible that an overlay will add functionality. And a future version might include more functionality.
As I see it the main advanced page is a sort of catch-all, you can't have every panel with a single checkbox on it. And any panel could have an overlay which gives it added functionality. Having said that, once a software componant has been installed, will a box appear explaining what componants have been installed? If so, then the panel should stay, but there should be a message there when no componants are installed, saying that no componants are installed.
Back to UI:DF, since it's not at all certain that this is a good idea.

Resolving WONTFIX. The software installation page now has a new panel on it (at least in Netscape 7) allowing you to check for updates.
