I'm not sure where to file this so I'm starting here. Bug 590945 adds support for full personas skinning on Windows Vista and 7 (titlebar area plus the left, right and bottom frames.) Screen shot here: https://bug590945.bugzilla.mozilla.org/attachment.cgi?id=518194 The new css will use repeat-y for the texture down the sides of the window. The Personas web site should probably communicate this new feature and include detail about how the images should blend vertically. We may want to consider increasing the height restriction on the header image as well.
Moving to the getpersonas.com component since it seems like this is just regarding website changes.

The current patch in bug 590945 doesn't use the footer image at all as it tiles the header image from top to bottom. This is something that would have a big impact on existing personas and should be standardized across operating systems. Deb, what are your thoughts on that change?

Oh hm. That's a really significant change. Designers would not be thrilled by that. I'll comment in the other bug.
