Copying HTML to AIM does not work under windows 95/NT

Details
Copy HTML to AIM seems to work just fine under NT. However, under win 95 and win
98 after a copy is done, AIM doesn't seem to recognize that anything is on the
pasteboard.

Change in CSkippedContentToken affected XIF output. I updated the nsXIFDTD.cpp
to match new API and now copy/paste works again.

Under Win 98, copying HTML to AIM works... kind of. I'm not sure what I'm
supposed to be looking for here so I'm reassigning this to
ckritzer@netscape.com. (Chris: when text is copies, tags are added before and
aft, and the span tags are there in plain text, etc. Come see me.)

Verified fixed on win95 99081 build.
All these bugs were marked "New" when Jan transfered ownership of them to me.
They were all resolved and need to be marked "Verified" again.
This was Verified on 03/22/99...resetting back to Verified...Bugzilla wacked
out.
