Currently telemetry opt-in rate is alarmingly low 3%. Test pilot is closer to 10%, we suspect this is due to the better UI experience provided by test pilot's door hanger. 

Would be nice to avoid linking to legalese that telemetry opt-in does, instead have some human-understandable description.
Implementation of changes here is likely to be cake, but we need a design first (and possibly a feature page) -- adding UX + product
arrow panels require a fixed anchor and are by their very nature add-on/site specific.  They can't really be used for application level notifications because their anchor would need to be the application itself.

short term: application modal dialog box

longer term: home tab snippet
Telemetry will be opt-out, which likely need a totally different UI. See bug 675391 for opt-out switch

Actually Bug 679431 :)
As I said for Thunderbird (bug 682176 comment 12), why not force to click on "Yes" or "No" to hide the notification?

I think that can partly explain why so few users opt-in (an other reason could be bug 685511 if other users are impacted).
