From Bugzilla Helper:

BuildID: 2001022209
Reproducible: Always
Steps to Reproduce:
1) Open browser window and open a webpage which has more than a screenful of
text (e.g. Viewer Demos #0 Basic Styles)
2) Resize the browser window horizontally until the Location Bar cannot display
any text.
3) The vertical scroll bar will, at that threshold, be blocked by or seem to be
hidden behind the right window border.
Actual Results: Vertical scroll bar disappears.
Expected Results: Scroll bar should remain whenever there's more stuff below
the current window pane.
