using 5/25 build of apprunner on all platforms 1) launch apprunner 2) Pull-down File | New | Blank Window a new editor blank window comes up, but you can't edit in it...

This works now, and it brings up a blank window instead of the initial default page.

reopening, now it doesn't come up(new blank window) and freezes the entire window.

The problem now is that loading about:blank does not work on Windows. As such, this is a dup of 8410. *** This bug has been marked as a duplicate of 8410 ***

Fix checked in. Load empty_doc.html, not about:blank.
