Actual results: All pin-tabs are (re)loading, ignoring the option "Don't load tabs until selected" on General Options. Switching the option on or off and restarting Firefox, has no effect. Expected results: With the option "Don't load tabs until selected" selected, the previous session (pin)tabs should not load when Firefox starts.

I think this is intentional behavior. see bug 674452 .

If after this latest update, they are all loading, thus slowing the startup, well that doesn't register as a very good intentional behavior.

I downgraded from 9 to Firefox 8, and the option "Don't load tabs until selected" is working as intended. Going to keep this version 8 on all my systems.
