Need to create separate builds of CCK for domestic versus export level encryption.

It seems like there are 2 things that need to happen here. 1) We need to create both kinds of builds, and 2) there needs to be a distribution/order fulfillment process that uses them. This has previously been a program management task, but we don't have anyone in that exact role right now... Frank, can you take this as a reminder that we need to make both kinds of builds when that's possible?

We will only have the exportable version (56 bit encryption) for CCK Beta 1.

This bug was vandalized by a clueless idiot. I believe I have undone all of the vandalism.

This should be resolved as wontfix due to the fact that we're distributing the 128bit version internationally.
