is there a way we could have a test where we could record the amount of time it takes to open the Preferences dialog? it'd be great if we could then access such a performance test from, say, the QA menu.
kw-o-rama. am gonna file a separate bug for a similar test for Preferences panel switching... also, am not sure if there should be a similar test for *closing* the Prefs dialog --i'll go ahead and file, though, just in case.

bug for closing prefs dialog: bug 72607. bug for panel switching in prefs dialog: bug 72609. as i mentioned in 72609, i'm not sure where the resulting data would go to for these performance tests... the console? that'd exclude mac, however, at least for verification builds. how about output to a performance log file of some sort? [eg, preferences-perf.log]

We could record the time from the launch of the dialog (start) till the dialog onload handler(s) has completed (end). But that would require leaving code in the product (or worrying about removing the code later). I'd recommend against this unless someone has some innovative way of testing this with code that can be excluded.
