This bug occurs in the 9-2-98 build of NGLayout If you go to the URL, and resize the page after it's loaded by dragging the lower right corner, you'll notice that the upper frame, which is supposed to be sized absolutely at 32 pixels vertically, will resize to incorrect heights.
