(The Classic counterpart to this is bug 74320)
When PSM2 lands, it will distinguish between strong and weak SSL ciphers,
setting the level of the security-button to "low" for weak sites.
securityOverlay.css currently displays lock-secure.gif for both "high" and
"low". The theme should be using an icon other than lock-secure.gif for "low".
The two alternatives are:
1) Design a new icon for weak sites
2) Use lock-insecure.gif for weak sites.
My personal preference would be (2), as 40 bit ciphers offer virtually no
protection at this point (per http://www.counterpane.com/keylength.html) and
that would be the simplest and easiest interface for a user to understand.

Why is this a duplicate of bug 74320 ?
Bug 74320 is about adding "weak crypto" lock icon to the Classic Theme.
This bug is about adding "weak crypto" lock icon to the Modern Theme.
I think they are different bugs, or else the Summary of bug 74320 should change
to include Moderm and Classic.
