Details
We want regions that are mature (meaning, they have a volume of useful data) to be able to calculate their ratings and rankings independently from the rest of the stores. This bug is to calculate popularity in the same way that we do globally but to do it for each region. If a store is immature it will continue using the global popularity measure, if it's mature it will use the smaller, more relevant set of data. This bug is only for popularity rankings.
