Don't say Region = None when user has only 'Other and New Regions' selected.

steps to reproduce:
1. Load https://marketplace-dev.allizom.org/developers/app/galactians2/edit
2. Click on "none"
3. Make sure 'other & new regions' remains selected. Save changes
expected behavior:
Upon Save, Region says 'other & new regions'
observed behavior:
a) Upon save, Region says "none"
b) on clicking "edit" again, you will notice that all the regions you just de-selected are selected again. Surely this is the work of a ghost!
