I reckon this is invalid. The cellspacing attribute specifies the amount of space between table cells and the side of the table (and also the amount of space between table cells). Therefore the cell in the outer table will be just the right size to accomodate the inner table. The bgcolor attribute specifies the background colour for table cells (not the whole table). Given that the cell in the outer table is just the right size for the inner table, you won't see any of the outer cell and so won't see its background colour.
marking INVALID As Conor described, this is showing correct behaviour. If you want to see outer cell background change width of inner table to be less than 598.
