Bulk moving Mozilla/ImageLig bugs to NGLayout/Image in preparation for a move to Browser/ImageLib.

Reopening. Cannot get open with apprunner. Opens in Viewer, but then locks up.

The URL doesn't appear to have the gif anymore on the described page. The gif does exist on http://www.ham.muohio.edu/eyeflash.gif, so I viewed it with gecko and had no problem viewing the image. Any additional info would be helpful. I'm marking this as WorksForMe to nudge folks for verification or more info. -pn
