Details
When using Exceed (a popular X server) on NT, with the monitor set to more than
256 colors, Mozilla does a redraw every time the user context changes back to
Mozilla from Exceed. This can be very annoying.

We're not apt to fix this in the Mozilla "classic" code base. I'm marking it
"REMIND" and we'll make sure it works OK in the new world.
