The scrollbar does not work. You can not drag it to view urls below the
pull-down menu's cutoff point for viewable urls. You can still view those urls
by clicking on the scroll down arrow or the area between the scroll down arrow
and the scrollbar.
Reproducible: Always
Steps to Reproduce:
1.make sure there are over 10 urls in the urlbar's pull-down menu
2.try dragging the scrollbar
Actual Results: it does not scroll.
Expected Results: you should be able to scroll dragging the bar.

looks like you can click the up/down arros, and click in the regions between the
arrows and the thumb, but you can't drag the thumb itself
adding hewitt and hyatt to cc - I think I've heard people mention how D&D is
broken with popups, so maybe this is related, since you're initiating a drag
from a popup
