Search ignoring/overriding user prefs

In Navigator->Internet Search->Default Search Engine
I choose "Google" and OK the prefs dialog
(at this point I can read prefs.js and SEE that the change was written)
Now back in my main browser window I type in "Example" and hit the
button labelled Search. It would be reasonable to expect that this
would search Google for Example, and for some people it does.
For me, (and Fabian too on Win2K, at least sometimes) the result is
that a Netscape Search happens.
Not only that but now my preference has been changed to "Netscape Search"
in the main prefs dialog. Why does Mozilla do that??? Why is it even
possible for that to happen?
I have confirmed that this still happens with a new profile. I have confirmed
that it happens after re-restarting and after re-installing.
If you have any good ideas for (a) solving or (b) further testing of this
problem I would appreciate it.

please search for dupes b4 filing bugs. A simple search for search bugs with 'pref' in the
summary turned up a short list of which bug 82041 was a member. thank you.
