The ordering and labels aren't quite right. The ordering should be Options, About, and then Help. Also, About <brand name> should simply be "About" because the product name is already mentioned right above in the pane header. Should I file a bug for those minor issues or can you resolve them here or in one of the dependencies?

Oh, also, Help should be "Help (online)" to let users know it's going to load a web page and not a flyout.

These problems were both fixed in bug 833530, which landed today (so it will be in tomorrow's nightly build).

I'll submit a follow-up fix for that in bug 833530 now.
I will re-resolve this bug once the nightly update with these fixes is available.

Re-verfied for it4 testing and everything passes without any issues. Used the following build:
http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/2013-04-07-03-08-41-mozilla-central/
Ensured that the following
- Correct Order appearing as per comment 2
- Help is correctly being displayed as per comment 3
Also went through the following test cases:
- Ensured that selecting the "<-" arrow at the top returns the user to the "Settings" page
- Ensured that the "Help (online)" launches the correct website
- Ensured that the link in "About" works correctly
- Ensured that the "Settings" still worked correctly when the "App Bar" is opened
