POP: unable to access new or renamed non-ascii folder on localized OS

Steps to reproduce:
- i am working on the JA WinNT;
- on the POP account create a Japanese folder;
- copy some messages to the newly created folder;
- select the folder;
//note: you are not able to open japanese folder
same is true for renamed folders: if you have an ascii folder on the POP
account, try to rename the folder to a JA one, try to access the renamed folder:
//note: you are not able to open it

Please also try non localized build, if the problem is JA build specific then
move to bugscape.
there was one problem that was JA build specific ( Templates folder was allowed
to be renamed, when you select this folder in the english build the Rename menu
item is greyed out, you can not rename Special foldres), this problem caused
what i was seeing : i was not able to access newly created ( though they were
created after i renamed Templates...) JA folders. So i'll mark it as wfm and
file a bug for special folder renaming problem in JA build into bugscape
