In View menu should be added submenu for switching between layout modes (quirks
and standard) to force settings from page.

It should be possible to select an override of the mode selection logic, so that
I don't have to select the mode manually whenever I come across a page without a
DTD decl (which is very often). In other words, default to treat all pages as if
they were compliant with standards (had a DTD decl), but let users select quirky
mode.
A DTD declaration is by itself far from any guarantee at all that the page is
actually a well-formed SGML document, so nothing is really lost by defaulting to
standards mode.
this isnt a table specific bug, reassigning to core owner.

Reopening. Bug 44525 is about a preference for permanently changing to either
quirks or strict mode; it is marked WONTFIX, and I agree. This bug is about a
Debug or QA menu item to re-render the current page in a certain mode, in order
to assist QA in determining whether a bug report is a valid bug or an evangelism
issue. Being in the Debug menu, it would not be exposed to end users (very much
unlike the suggestion in bug 44525), but it would be immensely useful to QA.

Note that quirks mode affects not only the layout but also the parsing. So the
page would in fact have to be reloaded (from cache or network) in its entirety....
