We've decided to no longer ship rocketbar by default in 1.4. As such, there's no value to pursue porting UI automation over to the rocketbar at this time. In order to unblock tests, we need to pref off the rocketbar by default in 1.4 to allow Zac's team to be unblocked to write e.me tests again.
