Currently, we have a few work around to improve scrolling in the gallery (bug 943845), music 978065, and SMS 979698, that reduces the image quality of thumbnails while scrolling. Investigate and see if there is anyway to do this in the platform instead.
Since we already do low res tiling, closing this.
