1. Go to above link
2. Click on "Goals and Description of the Project"
3. Click back
4. Link did not change from "blue" to "purple" to indicate that a link has been
visited
Other links on the page change color as expected.
Duplicated on W2K, so platform/OS=should be All
Severity should probably be minor
This bug is likely due to the space in the URL

I'm assuming there used to be a space in the URL as mentioned in the comment
above -- there isn't anymore.
Marking duplicate of bug covering all canonicalization issues -- both trailing
slash and %-escaping.
