See 991420. Measure the minimum time IPC takes to send a message assuming system is idle.
Cervantes has done this work - https://bugzilla.mozilla.org/show_bug.cgi?id=915733#c8 - IPC messages are sent in the hundreds of microseconds, and most messages should be processed in < 1ms. Closing as WorksForMe.
