steps to reproduce:
1. Launch the latest marketplace-dev packaged app
2. Open any app and press "Privacy Policy " button
expected behavior:
1.If privacy policy was opened before , then it is cached and it will be opened without issues
2. If privacy policy was not opened before, then user should be asked to go online
observed behavior:
1.As expected
2."Oh no! An error occurred." message is displayed
reproducible?: YES

The packaged marketplace app will not be usable offline -- the user will be blocked by a screen that informs them they are offline -- so any link to an app's privacy policy is a network request that cannot be fulfilled. The error shown is consistent with a non-Marketplace system error.
