Expanding the Rocketbar is currently disabled in fullscreen apps (bug 996692) because it's buggy.

Any idea if there's anything left to do here? It seems you can reveal a collapsed Rocketbar by swiping down from the top, and focus it.
One edge case I can think of is full screen + navigation chrome enabled, but I'm not really sure why anyone would do that...

We can polish up the transition a little bit, but this is mostly done. Let's mark it as fixed and have it go through acceptance testing.
