In bug 1004701, I'll be adding a QR decoding library as part of DevTools code, as that is the first use case for it.

However, there are other use cases, like link navigation for Fennec, etc.  To support these, it may be better to work out the best place for this outside of DevTools.

Fennec is using its own approach, nothing left to do.
