There's a good drop down in bugzilla' new bug page that is useful in reproducing. See screen shot.
Basically when the tooltip is shown clicks fail to get to content. I'm also not sure this tooltip should be shown here, I've never run into this with e10s disabled. Needs some investigating.

This is just poor positioning of the tooltip.

Jim, can you be more specific about the steps to reproduce this? I don't see clicks failing to register. The only difference I see is that tooltip doesn't appear over the dropdown area.

Pretty sure this bug will be fixed by the parent (bug 1053981). The drop down we create on windows currently is too wide. Notice in the screenshot how the menu goes past the end of the control and overlaps with the tooltip. Once the menu is the right width, the two won't conflict.

The tooltip is supposed to overlap the dropdown if the mouse pointer is positioned such that it would.
It's a bit unclear in that screenshot though, as the mouse pointer isn't visible.

nope. the styling hasn't changed, so the dims of the menu haven't changed.
