Removing a payment account from Zamboni does not remove it from Solitude

Details
If you configure a payment account for bango or boku in the Zamboni devhub and then remove it, it will remain in Solitude. This means that someone can still actively make purchases using that account. When a payment account is removed from Zamboni it should also be removed from Solitude.

Accounts should not be removed from solitude, we want to keep them around for record keeping purposes, so we should have an 'active' flag which is disabled when an account is removed from zamboni that gets set in solitude, and prevents webpay/solitude from starting a transaction against a disabled account in solitude.

Based on the recently announced future plans for the Marketplace to remove payments, closing these bugs.
