Prerequisites:
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:32.0) Gecko/20100101 Firefox/32.0
Steps to reproduce:
1.Go to marketplace dev hub
2.Select a submitted app(be sure that a tag is already added) and press Edit button from Edit Listing section
3.Press Edit button from Admin Setting section
4.Delete the tag and click Save
Expected results:
Tag is successfully deleted
Actual results:
Tag is not deleted

So, what happens is you can't completely remove all tags - setting the empty string is ignored. However, you can replace a tag with another or remove one tag when there are multiple tags. Downgrading priority as a result.
