'Terms of Service' and 'Privacy Policy' are not selectable
Repro Steps:
1) Update a Open_C to BuildID: 20140520040203
2) Proceed to 'Select a Network' and connect to Wifi
3) Proceed to the 'Firefox Accounts' page
4) Select 'Create Account or Sign In'
5) Attempt to select the text links 'Terms of Service' and Privacy Policy'
Actual:
The 'Terms of Service' and Privacy Policy' links do not work.
Expected:
The 'Terms of Service' and Privacy Policy' links work.

Issue repros on 2.0 Buri.
Issue does NOT repro on 1.4 Open_C as different UI.
