This is found by Alison.
When trying to tap a NFC tag of NFC Forum type 4(Iso Dep), NfcManager in Gaia cannot handle it.
The technologies supported by this type 4 tag are : IsoDep, NfcA, NDEF, and NDEF Writtable.
So at least NfcManager should parse the NDEF and dispatch it accordingly.
