Steps to reproduce:
Open attached file. Hover the cursor over the blue stroke.
Actual results:
Cursor mostly remains the default arrow. Sometimes it flashes the pointer and then returns to the default arrow.
Expected results:
`pointer` cursor shows consistently when over the blue stroke.
