Followup to bug 1014410, we should have some unit tests for the initial app load (Webapps.jsm loadAndUpdateApp).

As a first step, a new field "permissions" should be added to testing/profiles/webapps_mochitest.json, and the manifest template (at testing/mozbase/mozprofile/mozprofile/webapps.py) should be updated to use that new field.

After that a test can be written that just checks that the app registry has the correct apps, and that the permissions for those apps have been set correctly.
