To my understanding, this is what partner is doing.
Their init.rc matches what is on device https://github.com/t2m-foxfone/platform_system_core/blob/foxfone-one/rootdir/init.rc

This is actually a QC thing. They integrate the parts of init.b2g.rc that they want. r=me with the comment adjusted/removed.
