In applications pane, Selected tree row should be scrolled into visible region when I move focus by keyboard. And Tree header should always be visible.

Steps To Reproduce: 1. Open preferences 2. select Applications pane 3. Press Tab key to move focus to Content Type tree view 4. Press Shift+Tab key to move focus a Content Type cell if necessary 5. Press up/down arrow key Actual Results: Selected tree row will be scrolled to outside of visible region. And Tree header will be invisible. Expected Resulst: Selected tree row should be scrolled into visible region. And Tree header should always be visible.
I expect this will take significant work and is likely out of scope in terms of blocking the shipping of the in-content prefs.
