With Don't Keep Activities, messages sent from Gecko are lost

STR:
1) Enable Don't Keep Activities
2) Go to http://people.mozilla.org/~bnicholson/test/alert.html
3) Push home and wait 5+ seconds
4) Reopen Fennec
The page triggers an alert that should be shown after 5 seconds, but it doesn't appear since there's no Activity to handle the request. To fix this, we could try creating a queue similar to the Java -> Gecko message queue we use at startup.
