In the in-content preferences, the shortcuts require the user to press Shift + Alt + character. If the user opens a dialog from the in-content preferences, he has to use Alt + character in these. Also, it isn't obvious why the accelerators are different from the ones for the menu bar. Furthermore, I am worried that support will have more issue reports by people who toggle the active keyboard with Alt + Shift on the left side on Windows systems.
We're going to move sub-dialogs to be in-content so it's consistent.
