Description:
In FTU and in Settings, WiFi is unable to find any available networks. This issue does not occur if using Naoki's flash_gg script to build the build. Only if you use the Taiwan b2g-flash-tool to do a full flash.
Repro Steps:
1) Update a Flame to 20140616040202
2) Launch Settings
3) Turn on WiFi and observe
Actual:
Turning on WiFi does not discover available networks and doesn't resolve search.
Expected:
Turning on WiFi discovers networks and resolves search.
Environmental Variables:

logcat shows:

and nothing else.
Repro frequency: 5/5, 100%

I'm going to guess that the pvt builds are using a stale base image (i.e. backup-flame directory).
If I build master locally with a backup-flame created from v121-2 base image and do a full flash, then wifi works properly.
Resolution: DUPLICATE → FIXED

Bah, somehow I still managed to paste comment 3 into the wrong bug and resolved state got changed too.
