In composer, if you use File->open web location to open a site in existing navigator window, then close the navigator window and try to open another site through composer, nothing happens.

If you choose file->open web location in composer and select to open in an
existing navigator window (assuming there is an existing navigator window), the
site opens properly in the navigator window. If you close the navigator window,
and then go to File->open web location, the dialog box is still defaulted to
open in existing navigator window, even though there is no existing navigator
window. If you put in a web address and attempt to open it nothing happens,
unless you first change the selection to open in a new navigator window.
Reproducible: Always
Steps to Reproduce:
1.Open navigator
2.Open a blank page in composer
3.In composer, select File->open web location
4.Set selection to open in an existing navigator window
5.Type in web address and hit open
6.Close the navigator window
7.In composer, select File->open web location
8.Type in web address and hit open.
Actual Results: Nothing happens. You are still looking at the blank composer
window.
Expected Results: I would expect one of three possible results. An error
message indicating that it was unable to open the web location since there was
no existing navigator window to open it in. Or I would expect it to go ahead
and open it in a new window since there was no existing window. Or I would
expect that when I selected to open web location it would force a different
selection (new navigator window or new composer window) or force me to make a
different selection instead of leaving it defaulted to a selection that it is
just going to ignore.
The way it currently works, there is nothing to tell you what the problem is.
It just looks like it is ignoring your request with no explanation. Could be
rather confusing for a novice user.

In addition to previous comment, "Open in existing window" is grayed when there
is no navigator at the same time. That mean the user dont have to select this
value, and there is no reason to display an error message. Expected result will
probably be to select by default "open in new window".
probably should grey out the Existing Window selection if there is no existing
window.

We don't own the "Open Web Location" dialog and there's been some changes in it
lately. I think this issue was already brought up.
Looks like a dup anyway.
