Talos has a series of new and exciting changes.  We need up update talos.json to get these changes:
* updated preferences for no network
* new test tp5o_scroll
* updated session_restore for no network access
* support in talos.json to define new test types for no_l64, l64, and g1

I can only relate to this change, which aligns with how we agreed it should work, so it looks fine to me.

But I'm not familiar enough with this config file and how it affects/interacts with the bigger CI system to review all the details of this change.
