This is a tracking bug for 8.3 filename problems in the Win32 builds The problem: Win9x does not allow you to replace an executable (or .DLL) that is in use. The mechanism to do so runs during the DOS boot phase (so windows .DLL's that are *always* in use can be upgraded) and unfortunately can only handle 8.3 "short names". We must shorten all .exe and .dll names to 8.3 in the Win32 build, or upgrades on Win9x will truncate the names and the product will not run (since we try to load .DLLs by their long name).

We need to investigate for other file types like .xpt and .rdf
M9 would be great, M10 at the latest.
