Details

ANR & Loop drop payloads into the saved-telemetry-pings directory for upload by Telemetry and probably others will want to use this mechanism as well. We should expose a way to get the Telemetry path and to initialize that directory, so that clients don't have to duplicate that logic or hardcode the path+permissions
This is no longer relevant as we introduced "submitExternalPings" and TelemetryArchive APIs. We don't need to expose the internals to other consumers.
