see screencast.  the launch time on keyboard for the first time is around 3-4 seconds.  

The second time around, it loads about half the time, probably because its cached.

Repro'
1) set Flame to 273Mb configuration
2) install 2.0 build on flame

3) launch an app that fires the keyboard.  (browser, email).  Tap the keyboard text field
4) verify the launch time initially is around 3-4 seconds.  thats' way too slow.

Expected:
- closer to 1-2 secs

- about 3-4 secs
