I haven't investigated anything yet, including whether or not the preferences are set correctly, but I see no Nuwa or preallocated process on my build of master running on my Nexus 5.
Note Nuwa or preallocated process is disabled in DEBUG build.
Aha, that would be my problem. We should change that.
