It's a small patch and I mostly remove the mozL10n.translate and move some mozL10n.gets. Not all of them, since some are bound to internal API and I didn't want to mess with that too much. Removal of mozL10n.translate call is the priority for us in this cycle. Mutation Observer covers the whole document starting from 2.1.

Comment on attachment 8466157 [details] pull request Sorry for the delay, wasnt sure as to whether we should merge these as the browser will be getting removed in 2.1, but I think it makes sense to merge anyway, helps fix other tooling and in case we do end up needing to keep the browser
